Raced from 1932 to 1936, but didn't achieve much success. Later became a car owner and builder, and the Wetteroth-Offenhauser he bought appeared at a few Indianapolis 500's in the late 1940's and early 1950's. Carter entered his own car for his 1933 attempt under the name R W Carter (R W standing for Raymond Walter) but he was one of many that year to fail to qualify. He was listed as living in New Jersey at various points during his career, including Newark and Jersey City, but he was actually born in North Carolina. He moved to Atlanta in 1937, becoming a member of the Georgia Engineering Society. He was Southeastern representative of the coatings manufacturer, Dampney , and owned his own boiler and tank coating company. He died, aged only 51, after a short illness.
