Sometimes also listed as being from Chattanooga (TN), Riggins competed in East Coast events with modest success, his best result apparently a fourth place IMCA main event finish at the 1925 Reading Fair in a “Hudson Special”. After his racing days were over, he became assistant manager of Hankinson Speedways, and was active in this organisation (as a track announcer, amongst other things) until his untimely death in a bathing accident in the Delaware near Morrisville (PA). Reportedly, he “was participating in a moonlight swimming party with two women companions when he sank beneath the water”, so at least he appears to have enjoyed life to the very last.
